If you are new to the Village of Black Earth, please call 608-767-4900, email beth.marty@blackearthwisconsin.com, or stop in to the Utility Office at least three days prior to getting utility service.
TITLE COMPANIES: Please email all final water and electric read requests to beth.marty@blackearthwisconsin.com at least 48 hours in advance.
Utility Payments
The Village of Black Earth is pleased to offer you new ways to view and pay your utility bill. Now you can save a stamp, stop writing checks and be kind to the environment. It is simple, fast, and secure.
Black Earth Utilities gives you the option of having each month's utility payment automatically deducted from your checking or savings account. Automatic Withdrawal is free when you sign up directly with the Village. Sign up by returning the authorization form found at the bottom of this page to the Village Office with a voided check. Payments are withdrawn on the date payment is due as printed on your utility bill.
How To Pay Electronically
Click on the bill payment link and follow the prompts to set up your profile and make a payment. After you register, future payments are 3 quick steps.

How to View Bills or Balance (free service)
View your current bill as well as past bills and view your electronic payment history (starting with the statement cycle you signed up). Viewing bills and balances due are FREE services. Click on the view bills link. The first time you will register in order to view your bills and your bill will appear about 24 hours later. After that, you will receive an email notification whenever a new bill is ready to view. Please opt out of paper bills to help save resources.
Electronic Payment Services
The Village of Black Earth uses Payment Service Network (PSN) to process credit and debit card payments.
- Pay by MasterCard, VISA, Discover, checking, or savings
- Pay 7 days a week, 24 hours a day
- Pay immediately, schedule a payment or set up Auto-Pay for recurring payments for the amount of your bill (you will receive email reminders about 3 days prior to your payment)
- Find your balance due by going online, viewing the app, or using the automated phone payment service
Convenience fees apply to electronic payments: $1.10 for checks and 2.75% (+50¢ if under $100) for credit cards.
Payments in full not later than the 21st day of the month shall be considered "timely payment."
Late payments will be charged at 1% per month.
